The hard drive does. All computers are set to use the hard drive as a boot device. When the computer boots it reads the hard drive to know what to do since it is used as a boot device and finds that windows is supposed to operate.

the internal memory and processor. the operating system is loaded into the primary memory and processed by processor. so the processor can decide on operating systems.

When you boot the computer the hard drive has information on loading a program. If that program on your hard drive happens to be Windows OS then it will load it up.

It is the boot sector that determines which operating systems are present (in case you are using linux and windows). If you are using only windows operating systems, then all the operating systems names is stored in boot. ini file which is located in c: and is sometimes hidden.

hmmm. . . . if i understand your question right, the computer does not determine what operating system (OS) it will “operate under”. . . though different OS have requirement specifications, the OS that will run on your PC is according to the requirements required by the OS

The “AUTOEXEC. BAT” file, or (if there is no text in that file, like in windows XP) the position of “AUTOEXEC. BAT” file. It is the signal for the processor, where to look for the operating system.
It has been developed in times, whem hard drives were pretty exotic thing, and the most of the PCs had two floppy drives. If there were two diskettes inserted, the “AUTOEXEC. BAT” file was looked for, to get an information in which drive there is the OS. That is why the PC asks for a system floppy diskette, in case of HD failure – It simply can’t find the “AUTOEXEC. BAT” file on HD, so the logics in SETUP ask for the sure medium with “AUTOEXEC. BAT” file, which is FD.
In case of multiple OSs in the same PC, priority is given to Microsoft OS (DOS, windows), unless it is stated in “AUTOEXEC. BAT” file that there are more than one OS, so the PC asks You to choose the appropriate one (this is added to the “AUTOEXEC. BAT” file by the SETUP of all OSs, because of the popularity of Microsoft OSs).
